yes, you have to be connected. and even worse, you have to have access to both, psn and bethesda's servers. if one of them is down, you're boned. i'm trying to play right this very moment, and while i'm signed into psn, it won't let me use the mods i have downloaded because i'm having a problem signing into bethesda's servers.
